Process Certification

A process certificate supports the management and quality assurance of a construction project. With it, you demonstrate continuous compliance with the requirements in specific assessment guidelines. This reduces the risks of errors and failure costs, and with the Quality Assurance Act on the way, this is one less thing to worry about. If you hire a company with process certificates, you know that it meets explicit quality requirements, monitors its own quality and controls associated processes.

CO certification

As of April 1, 2023, only certified installation companies with skilled fitters are allowed to perform work on gas combustion appliances. The Assessment Guideline (BRL) 6000-25 is the basis for CO certification. This BRL applies to companies performing work on combustion appliances with a capacity of up to 100 kW. It involves performing work on gas combustion appliances and combustion air supply or flue gas exhaust systems.

Masonry, gluing, grouting and related work

In masonry, gluing, grouting, anchoring and hydrophobizing, it comes down to the correct application of the right products and materials. A process certificate confirms that the certificate holder performs this work in accordance with the processing guidelines. Together with the recorded quality control of the processor, the quality assurance officer can use the certificates as proof of delivered quality.

Having the Airtight Building Process Certificate demonstrates craftsmanship in carrying out this specialized work. eDNA

As of March 7, 2025, the Environmental Regulations stipulate that the specific duty of care for protected bat species is met during post-insulation of cavity walls, if work is carried out according to the Environmental DNA Method Assessment Guideline.
A DNA trace investigation must be carried out beforehand with a secured method that complies with the law. Without a DNA trace examination by a certified party, isolation is not allowed.

Energy Performance

The BRL9500 offers companies and organizations the opportunity to be certified for the activities leading to the preparation of an energy performance report of buildings in which the energy performance of a building is recorded. This energy performance must be determined at various times, when applying for an environmental permit, upon completion and in the context of sale or rental. In all cases, this report can only be issued by a company that has an NL-EPBD certificate, issued on the basis of the BRL9500.

The reason for the changes to the BRL9500 version 2020 is the national implementation of a new set of European standards for determining the energy performance of buildings, the NTA8800. This Dutch Technical Agreement (NTA) applies to both new and existing buildings, for both residential and non-residential buildings. The change to the quality system that was required as a result of the NTA8800 was also used to align the directive with the requirements set by the government for the energy performance of new buildings, the government's desire to limit the number of regulations, and other changes and improvements desired by the market and government.

Quality assurance

The goal of the new Building Quality Assurance Act is to improve construction quality and strengthen the position of consumers. With the Wkb, contractors will be fully responsible for everything they build for 20 years. SKG-IKOB certifies the working method of the quality assurance company and the contractor on the basis of two different KOMO process certificates.

What does the BRL 5019, Quality Assurance for Construction, entail?

With the Building Quality Assurance Act (Wkb), independent quality assurance companies check the construction work for legal requirements.


The BRL 5019 - Quality Assurance for Building forms the basis on which organizations can be certified by SKG-IKOB. This BRL5019 is an important part of the KOMO Instrument for Quality Assurance (KIK). This is an instrument provider that enables the quality assurance contractor to check new construction projects for compliance with the Building Works Decree for the Living Environment (Bbl), possible risks present during construction and the final determination of construction quality.

Are you a quality assurance officer? Then, according to the Wkb, you will check whether the builder carries out the building activity properly in accordance with the environmental permit. One of the ways you do this is by supervising in a structured way during execution.
Upon delivery of the project, the client receives the signed final declaration that the building complies with the Bbl. This assures the client that the structure meets the requirements (Bbl) set for the structure.

What does the BRL 5029 mean, Quality Control by the Builder?

The KOMO BRL 5029 certificate issued by SKG-IKOB helps the contractor manage his liability. It optimizes the cooperation between the contractor and the quality assurance agency. Because certified construction companies check their quality themselves in a standardized and reliable way.
If you are a contractor, you demonstrate that the project has been carried out in accordance with the regulations in the Building Code. You are working with a quality assurance instrument applied by an independent quality assurance company. This market mechanism will lead to a higher level of quality.

Stone Strips

HOA and MJOP

With the VvE certificate, the VvE demonstrates that it is functioning well administratively and has the basic quality and maintenance of the property in order. Certified BoEs also demonstrate that they have a Long-Term Maintenance Plan. SKG-IKOB certifies on the basis of several BRLs. The BRL 5016 regulates the professionalism of the manager of an Owners' Association. We also certify market parties to inspect homes in accordance with the BRL 5021.

What does the BRL 5016 entail, Managers of Owners' Associations?

The BRL 5016 regulates the professionalism of managers of Associations of Owners (VvE). The process certified by SKG-IKOB focuses on the organization and internal operations of managers, the management of Unions, the requirements for common (building) parts, and their maintenance. This BRL, together with the accompanying product certificate, offers certificate holders and third parties insight into the quality of their organization.

Originated by cooperation
SKG-IKOB Certificatie developed the 'Service Certificate for Managers of Owners' Associations - BRL 5016' in cooperation with VvE Belang, Vereniging Eigen Huis, Consen and Aedes. At the end of 2003, the first manager was certified according to the 'BRL 5016 dated September 1, 2003'.

VvEs in the Netherlands
There are approximately 1.8 million apartments in the Netherlands. By law, every owner is automatically a member of the Owners' Association in which his or her apartment is located. This results in over 125,000 CoEs with approximately 1,875,000 apartment rights, most of which are residential apartments. Approximately one-fifth of the housing stock of 8.1 million homes is covered by a CoE. Traditionally, VvEs are responsible for the maintenance of common building parts such as roofs, facades and foundations and common (traffic) areas. But due to increasing complexity, such as making complexes more sustainable and life-proof, management is often outsourced. With an average size of 15 apartments, this task is often too complex for volunteer board members.

Why a Certified Administrator?
When the board of a VvE wants to outsource the management (administrative, financial and architectural), it is crucial to get assurance in advance about the professionalism and integrity of the administrator. Certified managers are required to have a clear complaints procedure and must be affiliated with an independent dispute resolution committee. How the administrator handles disputes is an important part of the annual review for retention of certification. This also applies to managing the VvE's financial resources, reservations, insurance and having an up-to-date maintenance plan. In addition, there are strict requirements for accessibility and response times for certified managers.

Quality assurance of the Certificate
SKG-IKOB safeguards the quality of the certificate by placing supervision of the development and management of the assessment guideline with the Board of Experts BRL-5016 (BoE). This Board, which does not include SKG-IKOB, determines the requirements in the BRL. Since December 1, the Board has included representatives of municipalities, the housing sector, Stichting VvE-Belang, Vastgoed Belang, FICIM, VGMNL, and VvE Kennis & Advies. Independent chairman is P. van Lunteren, former alderman of Breda and former parliamentary group member in the Lower House.

BRL 5016 Renewed
As of December 1, 2023, following the Royal Notarial Association's Model Regulations for CoEs, the requirements for the CoE Administrator Certificate are further focused on small management offices. SKG-IKOB aims with the renewed BRL to lower the threshold for small VvE managers, because these SME companies often serve the smallest VvEs, where the level of organization and quality are still relatively low. This can lead to risks in the district-oriented approach to sustainability. The updated BRL ensures that an independent assessment of the quality of all VvE managers is within reach. As a result, VvEs can outsource the maintenance and management of their residential complexes even more safely, without worrying about the reliability of the party they are dealing with.

The new version of the Assessment Directive Service Certificate for Managers of Owners' Associations (BRL-5016) guarantees that the company meets high standards of professionalism that are reviewed annually by SKG-IKOB.

What does the VvE Belang Maintenance Certificate entail?

This VvE Belang Maintenance Certificate is issued by SKG-IKOB if the VvE can demonstrate that it has no maintenance arrears and that it has sufficient funds in its budget to carry out the planned maintenance in the first five years. This budget can be a combination of the VvE's reserves plus the monthly VvE contribution.
A VvE qualifies for this certificate if it has a good MJOP, including a cost budget with a duration of at least ten years.

Some administrative obligations must also be met. These include registration with the Chamber of Commerce, bank account(s) in the name of the VvE, annual meeting, annual accounts, budget and proper building insurance. If arrears arise that are not made up in time, the VvE may lose its seal of approval.

What does the BRL 5021 General Home Inspection entail?

As a nationally recognized inspection standard for homes and (parts of) residential buildings, the General Home Inspection (AWK) contributes to a high quality of the housing stock. The methodology was created on the initiative of 21 municipalities. The result is a nationally recognized inspection system with unambiguous and objective assessment criteria.

The certificate is intended for residential inspections by architects, engineering firms, (building) consultancy firms and real estate agents, and is issued by SKG-IKOB. With the AWK system based on the BRL 5021, they visualize the structural condition of existing houses and residential buildings or parts thereof in the same way.
With the AWK, clients have a mutually comparable inspection instrument and the guarantee that the results of the multi-year planning are correct and mutually comparable.

Steps for applying for the SNF Hallmark

To receive the SNF Seal of Approval, you must submit an application to the SNF. You must meet all standards, including going through an inspection and receiving a positive assessment. SKG-IKOB works with its partner Bureau Cicero to conduct this inspection.

Inspection

An annual administrative inspection takes place prior to the inspection. The completeness of the location register is checked during this.

Report

After the inspection, you will receive a report. This report shows whether you meet all standards.

Frequency of monitoring

All enterprises are inspected annually. Depending on the number of sites, the inspections are divided into several periods.

Environment Act and Quality Assurance Act effective Jan. 1, 2024

March 16, 2023

On Tuesday, March 14, 2023, the 1st House of the States General agreed to the introduction of the Environment Act - which includes the Building Quality Assurance Act (WKB) - as of January 1, 2024. This will shift the system of supervision of new construction from municipalities to independent, qualified, quality assurance agencies. One can only be a Quality Assurer in the sense of the WKB if one is qualified by an Instrument Provider for Quality Assurance approved by the government for that purpose.

More certification capacity for Gas Boiler Act!

Limited capacity at certification bodies has played a role in the minister's decision to delay the introduction of the Gas Boiler Act until April 1, 2023. Not enough companies have been certified to legally require certification by January 1, 2023, writes Hugo de Jonge of Housing in a letter to the House of Representatives.
