Building Quality Assurance Act
As of January 1, 2024, the Building Quality Assurance Act (Wkb) is in effect. This law shifts the responsibility for assessing building requirements from the municipality to an independent party, the quality assurance company.
Role of SKG-IKOB Certification
SKG-IKOB offers the opportunity for individuals and organizations to become qualified for a role in the Wkb. This is done through the brl 5019 which was the basis of the Wkb. If you are certified for the BRL 5019, for one or more scopes, you can participate in the Wkb system. If you are certified for the scopes for which you want to act as a quality assurance provider, you must be admitted to the Wkb system through an approved instrument provider. The instrument provider KIK (KOMO Instrument for Quality Assurance) will accept a certificate based on the BRL 5019.

The process to your certification
The certification process starts as soon as the applicant commissions SKG-IKOB Certificatie for certification. Once you have signed and returned our proposal to us, we will contact you to further initiate the certification. The proposal will automatically be converted into the certification agreement after a positive completion of the entrance examination.
The certification process consists of an examination (audit) with regard to the applicant's quality system, in the field of the process of the BRL 5019 "Quality Assurance for Building".

KIK tool, the assurance tool for the WKB
KIK, the tool for you as a quality assurance professional!
As of January 1, the Wkb makes it mandatory for consequence class 1 in your construction projects to use an authorized tool, such as KiK.
The KiK tool helps you demonstrably comply with all the quality requirements for each structure. From legislation, private requirements and project-specific requirements.
SKG-IKOB designed the BRL5019 and is working with the KIK Foundation to make the tool, the KIK tool, quality assurance demonstrably valuable. Easy, transparent and purposeful.

The role of the quality assurance officer within the WKB
Important for the quality assurance professional within the WKB
A quality assurance company assesses completely independently whether a building plan can comply with and ultimately also complies with the Besluit bouwwerken leefomgeving (Bbl), formerly the Bouwbesluit. The quality assurance officer may not be involved in the realization of the new building project in any other way than in the role of quality assurance officer. A quality assurance officer may therefore not be the client, architect, contractor, etc. of the construction work for which the quality assurance officer is hired.
