The process to your certification

The certification process starts as soon as the applicant commissions SKG-IKOB Certificatie for certification. Once you have signed and returned our proposal to us, we will contact you to further initiate the certification. The proposal is automatically converted into the certification agreement after a positive completion of the entrance examination.

The certification process consists of an examination (audit) with regard to the quality system of the applicant, in the field of the brl 5019 "Quality Assurance for Building" process.

The brl 5019 has several parts of certification:

  • Part 00 General
  • Part 01 Coordination
  • Part 11 Structural safety
  • Part 12 Fire safety
  • Part 13 Building Physics
  • Part 14 Installations
  • Part 20 Supervision
  • Part 99 Issue statement

If the organization has parts 00, 01 and 99 on its certificate, the certificate holder can act as
"quality assurance" according to of the Building Quality Assurance Act (WKB).

The following examinations are involved:
Initial audit / Admission examination Provisional accreditation:
- audit phase 1: preparation and documentation review and implementation audit and
- audit phase 2: verification competence

Conservation:
- the periodic (annual) audits
The initial audit, admission examination for the purpose of Provisional Recognition

The admission examination (initial audit) consists of two phases:
Phase1: Preparation and documentation review and implementation audit
The audit consists of the following components:

  • Discussion and adoption of the audit program.
  • Assessment of process documentation in accordance with the BRL5019
  • Process system assessment based on interviews with management and employee
    (any deficiencies are recorded separately on deficiency forms)
  • Closing the audit, summarizing the audit and presenting the results.

With a positive conclusion of this phase, the applicant obtains the certificate with a term of one year.
This is the Provisional Recognition with which the certificate holder has demonstrated that he has his quality system in order and has the expertise to carry out projects.

The Provisional Recognition allows the certificate holder to actually start securing projects.

Phase 2: Checking Expertise
This phase 2 is the assessment of expertise in practice on the basis of projects that the certificate holder
carries out. On the basis of one own built up dossier, the applicant is checked for expertise.
The audit team assesses the conclusion of the dossier report to see if on the basis of the
documents used, the audit team comes to the same conclusion.
The dossier contains at least the parts that have been applied for in terms of parts for certification.
This phase can be done in parts because it involves both the plan review and the period of supervision during construction.
At the moment that a part is concluded positively during the process, the certificate holder already receives the definitive recognition for this part.

The audit report
The audit is concluded with a report. This is assessed by a SKG-IKOB reviewer.
On the basis of the report, the authorized officer of SKG-IKOB Certification makes a decision
concerning certification. A positive decision will only be made if all shortcomings found
have been resolved. Any shortcomings found during the audit can be divided into two categories:

  • Critical Deficiency (KTK); if the fact directly affects the functioning of the process or directly damages confidence in the quality of the final product.
  • Non-critical deficiency (TK); if the fact has little or no impact on the functioning of the process or does not directly (measurably)affect confidence in the quality of the final product.

Corrective action in response to shortcomings
The shortcomings should be corrected within a previously agreed period (maximum three months).
The improvement should be confirmed with additional documentation. If the auditor considers it necessary,
he may carry out additional research on site to confirm improvements that have been implemented.

The certificate
After a positive decision, the certificate for Final Recognition is handed / sent by SKG-IKOB Certification to the
applicant. The period of validity of the certificate is three years.
The certificate holder is entitled to make use of the certification logos to be provided by SKG-IKOB Certificatie for this purpose.

Maintenance of certificate (annual periodic audits)
During periodic audits it is ascertained whether the process also continues to comply with the applicable standard(s), partly on the basis of audits of projects.
Reporting and handling of any shortcomings take place in the same way as the initial audit.

Publicity
SKG-IKOB Certificatie publishes all certified companies on its website. Other certificates issued are also published on the website.
