Management of Homeowners' Associations
Certification for Homeowners' Association Managers in accordance with BRL 5016
Professional management of homeowners' associations starts with quality, transparency, and trust. With the Service Certificate for Homeowners' Association Managers (BRL 5016), a manager demonstrates that they meet all the requirements for expert, independent, and diligent management. SKG-IKOB, as an independent certifying body, assesses this quality.
Why choose a BRL 5016-certified property management company?
In the Netherlands, many Homeowners’ Associations (HOAs) outsource their management to professional management firms; it is estimated that there are approximately 40,000 HOAs. As a VvE, you want to be sure that management is handled competently, transparently, and with care. To guarantee this quality, the Service Certificate for HOA Managers (BRL 5016) was developed.
Born out of collaboration
The certificate was developed in collaboration with SKG-IKOB Certification, VvE Belang, Vereniging Eigen Huis, Consen and Aedes. Since late 2003, property managers have been certified according to the BRL 5016.
Since 2026, BRL 5016 has consisted of two parts: one part for certified property managers who focus on the financial, administrative, and managerial oversight of homeowners’ associations (BRL 5016-01) and a part for managers and architectural consulting firms that focus on creating long-term maintenance plans (BRL 5016-02).
Certificate Quality Assurance
SKG-IKOB ensures the quality of the certificate by entrusting the supervision of the development and management of the assessment guideline (BRL) to the BRL 5016 Expert Committee (CvD). This independent committee, on which SKG-IKOB has no representation, establishes the requirements of the BRL. Various parties are represented in the CvD, including municipalities, the housing association sector, Stichting VvE-Belang, Vastgoed Belang, FICIM, VGMNL, and VvE Kennis & Advies.
