Legal requirements BENG

From Jan. 1, 2021, all new buildings in the Netherlands must be Nearly Energy Neutral Buildings (BENG). New government buildings for which an environmental permit is requested from January 1, 2019, must meet BENG requirements. This is because the government plays an exemplary role.

In the Netherlands, we define the energy performance for Nearly Energy Neutral Buildings based on 3 requirements:

  • The maximum energy requirement in kWh per m2 of use area per year;
  • The maximum primary fossil energy use, also in kWh per m2 of use area per year;
  • The minimum percentage share of renewable energy.

A consequence of these requirements is that buildings must be better insulated and airtight. To this end, suitable building products can be used which must be applied correctly in the building. In order to guarantee both product and process quality, SKG-IKOB Certification has various assessment instruments for better insulated and airtight buildings, including the SKG-IKOB KOMO certification of sealing products for airtight building(BRL 2804-1), a permanent test set-up for the inspection of post-insulation material and the SKG-IKOB KOMO certification of companies for performing airtightness measurements(BRL 5027).
