Introduction pilot BRL 5029 for contractors' role within the Wkb
The new Building Quality Assurance Act (Wkb) imposes greater liability and responsibility on the contractor. With the new BRL 5029 certificate developed by SKW Certificatie and SKG-IKOB Certificatie, the contractor shows that he checks the quality of his work himself in a standardized and reliable way.
This helps him manage his liability and optimizes his cooperation with the quality assurance contractor. The pilot version of the BRL 5029 can now be downloaded free of charge from both websites to test-drive in this new role.
When the Wkb comes into effect, the work will no longer be done with a permit prior to the start of construction, but with a statement from an independent quality assurance agency that afterwards establishes that construction has been done in accordance with the regulations. The enlarged role for the contractor within the Wkb arises because the independent certifier may use the contractor's quality assurance system. To help him fulfill this new role within the Wkb, SKW Certificatie and SKG-IKOB Certificatie have developed the 'Recognition Scheme for Quality Control by the Builder', the BRL 5029. This assessment guideline gives the contractor the space to shape the cooperation with the builder in a structured and clear way, such as the division of tasks between the two parties and their interpretation.

Division of labor in multiple areas
The division of tasks particularly concerns the following areas, which may be (partly) synchronous with those of the quality assurance contractor: plan assessment, risk assessment, drawing up the quality assurance plan and carrying out assurance activities and dossier formation. According to the BRL 5029 there must be a clear, demonstrable division of tasks between the quality assurance officer and the builder with respect to these elements. A factor here is that the more confidence the quality assurance officer has in the way the builder performs the division of tasks, the more he can let the contractor arrange things himself. As a result, the construction process can run more effectively and the quality assurance officer has to check less, so the assurance costs remain low. This market mechanism will also lead to a higher level of quality.
Distinction in Consequence Classes.
Like the Wkb, the BRL 5029 distinguishes between Consequence Classes, ranging from structures with relatively low risks of consequential damage when something goes wrong (Consequence Class 1); through structures with a higher risk, for example, several user functions in one building or medium-high-rise buildings (Consequence Class 2); to structures with a high risk of consequential damage (Consequence Class 3). The latter class could include high-rise buildings or large infrastructure works. It is important that the contractor himself chooses for which Consequence Class(es) he wants to be certified. In this way he can do justice to his own specialism.
Optimal alignment with mode of operation
The BRL 5029 is optimally geared to the working method of the borger in accordance with brl 5019 Quality assurance for building. The BRL 5029 therefore serves as a framework for the coordination of the work between builder and quality assurance provider, without prejudice to everyone's responsibilities as laid down in the Wkb. A quality assurance contractor certified for BRL 5019 may trust that the assurance activities as carried out by the builder certified for BRL 5029 are in line with the system of work.
