Step 3 of the Safety Culture Ladder required at ViA as of July 1, 2026
Signatories to the Governance Code of Safety in Construction (GCVB) will apply step 2 on the safety culture ladder as of Jan. 1, 2022. Its purpose is to increase safety and health awareness within the construction industry. The transition from step 2 to step 3 was planned for Jan. 1, 2025, but the GCVB has decided to postpone this transition by 1.5 years.
This means that by July 1, 2026, step 3 of the safety culture ladder will be the requirement in Safety in Contracting.
The reason for this postponement is that ViA currently accepts Approved Self Assessment (ASA) as an SCL means of proof. Since there is no step associated with ASA, when moving to T3, this means of evidence can no longer be accepted.
Because there is not yet a good alternative to the lightest means of proof, the Approved Self Assessment (ASA), the proportionality of ViA will be called into question if stricter requirements begin to be imposed.
