SKG-IKOB enables CE marking on fire and/or smoke-resistant steel interior doors
Since November 1, 2019, it is mandatory to comply with EN 16034, the harmonized product standard that sets CE marking for fire and smoke-resistant windows and doors. In recent years, SKG-IKOB, as the certification body and Notified Body for this standard, has noticed that many façade construction companies have embraced this obligation and have now become certified. CE-marked products may be placed on the market, thus meeting the obligations imposed by European legislation (CPR). With the exception of steel interior doors, but for these products CE marking is possible through an alternative route.
What is described in EN 16034
EN 16034 describes the requirements that form the basis of CE marking and issuing declarations of performance (DoPs) for fire and/or smoke-resistant windows and doors. The standard is material independent and applies to all fire and/or smoke resistant products intended to be used in fire and/or smoke compartmentation and/or escape routes in external walls. A broad scope and applies to products such as: windows, shutters, industrial and garage doors, roller shutters and roller screens.
Harmonized standards
The product properties to be declared on a declaration of performance (DoP) according to EN 16034 by the manufacturer are related to the fire and/or smoke resistance of the product. The declaration of the basic properties of the product, such as water tightness, air tightness and soundproofing, is driven by harmonized standards with a more limited scope. For the products covered by the scope of EN 16034, these are the following standards:
Harmonized standards can form basis for CE marking
CE marking for fire and smoke-resistant interior doors on EN 16034 is only mandatory if the harmonized product standard exists and is designated by the EU for the basic properties of the product. The standard EN 14351-2 intended for this purpose has already been published in final form by the European Standardization Institute (CEN) since 2018. It has only not been designated as a harmonized product standard by the EU. This means that manufacturers of interior doors with or without fire and smoke protection properties are not allowed to market CE marked products in accordance with these standards.
Alternative route CE marking
The basis for the legal requirement for CE marking is laid down in the Construction Product Regulation (CPR). Developing harmonized product standards is a time-consuming and costly business and is done by the CEN. Usually only products are initiated from industries of substantial size.
Through an alternative route, it is still possible to apply CE marking for niche products. This route does not go through CEN, but through EOTA. A European Assessment Document (EAD) can be drawn up for these products. This is similar to a harmonized product standard and contains all of the assessment criteria that must be met in order to market the products with CE marking. The harmonized standard is mandatory and the publication of an EAD is a voluntary option for marketing CE marked products.
Seemingly because of the long time it took to designate EN 14351-2 as a harmonized product standard for interior doors, an alternative route has been made possible in Europe for CE marking of steel fire and smoke resistant interior doors. EAD 020062-00-1102 was published in 2021 for this purpose.
SKG-IKOB achieves accreditation for CE marking for interior steel doors
The scope of this EAD is basically "Internal fire resisting and/or smoke control single and double leaf doorsets made of special steel-frame profiles." As usual, the EAD gives a detailed description of the type of products for which this EAD can be used and describes the performance and associated testing and classification methods that can be stated on the CE marking and the declaration of performance (DoP). In addition, it formulates the requirements for the manufacturer's Factory Production Control (FPC). These requirements correspond exactly to the requirements for Factory Production Control (FPC) according to EN 16034.
If a manufacturer wants to market its products with CE marking, a European Technical Assessment (ETA) must first be written based on available test and classification reports for the properties to be declared. After a positive assessment by the manufacturer's Factory Production Control, the certificate can be issued.
To serve the market, SKG-IKOB has achieved designation as a Technical Assessment Body and accreditation as a Notified Body, allowing it to perform both ETA preparation and FPC system certification. In this way, SKG-IKOB continues to develop in order to offer services to manufacturers of steel fire and/or smoke-resistant windows and doors.
