KOMO maintains confidence in modernization of construction legislation

The discussion of the Wkb (draft Building Quality Assurance Act) in the Senate on July 4 this year resulted in the Cabinet to amend the bill. The amended bill will then take the parliamentary route again. 

Will procrastination come to an end? KOMO doesn't think so. Modernization of construction legislation is badly needed. The political parties realize that too.

Less regulatory burden

For more than 20 years, this modernization has been a topic of discussion in The Hague. In his letter to the House of Representatives (dated February 7, 2014), Minister Blok indicated, among other things, his intention to give existing instruments of recognized quality declarations, performance declarations and private documents a place within the new system of quality assurance. Goal: less regulatory burden, better protection of the building consumer and replacing public supervision of a building plan beforehand to structured private supervision during the building process and delivery.

KiK is and will continue to be available

These remain important aspects, even now that the Senate has promised to organize a number of sections slightly differently in an amended bill. KOMO therefore remains confident that the construction legislation will be modernized in a relatively short period of time and expects that this will be largely in line with the draft law that was adopted by the Lower House last spring. The KOMO instrument Quality Assurance (KiK) will therefore of course continue to be available and, as before, will be fleshed out in order to meet the market's user requirements.
