Certificate holders BRL 9500 : Using innovative recording and/or processing methods.
From the market we receive various signals that innovative recording techniques are being used and that the elaboration of the recorded data is being outsourced to companies/persons, who then have the elaboration done by non-EP-qualified persons. In some cases, these non-EP certified persons are also located abroad.
The companies offering these services then provide complete drawings and a fully completed VABI/Uniec3 file, or an XML/excel file which can be imported directly into VABI/Uniec3.
This method has been the subject of extensive discussion in the Technical Committee (TC) and the Central College of Experts (CcvD) for the BRL 9500. The TC and CcvD have unanimously decided that this working method does not fit within the rules of the BRL 9500 and is therefore not allowed. In the latest amendment sheet, §4.1 explicitly states that "the deployment of persons without valid proof of professional competence (in accordance with Annex 2a and/or 2b) is not permitted." At §4.2 it is included that: "a maximum of two skilled consultants may be involved in the recording, calculation of energy performance and registration of the energy performance report".
The TC and the BoE do not want to stand in the way of innovations and are open to input from companies that have innovative ideas. These ideas, however, must first be submitted to the TC for evaluation and to the SCvD for approval. Only then may the idea be applied in the EP recording methodology.
With immediate effect it is no longer allowed to use this method. If certificate holders and/or EP consultants still make use of this method, a critical deviation will be written by the CB and all energy performance calculations recorded, processed and reported in this way must be withdrawn by the CB.
