Agreement for Building Quality Assurance Act

SKG-IKOB and SKW Certificatie have been involved in the development of the new building system for 20 years. For example, they developed the BRL 5019 'Review of Building Plans against the Buildings Decree' and the BRL 5006 'Construction supervision' on behalf of the Ministry of Housing, Spatial Planning and the Environment. To respond perfectly to the new system, both BRLs are integrated into the BRL 5019 New Style. 

Agreement for Building Quality Assurance Act

On May 14, the Senate of the States General agreed to the Building Quality Assurance Act (WKB). The effective date for now is January 1, 2021. The WKB has major consequences for all parties in the construction industry. The liability of builders will change. There will be independent Quality Assurers who will take over a large part of the tasks of the municipality to ensure that the building work meets the requirements of the Building Code, chapters 2 through 6. There will also be a shift from testing in advance to testing in practice. This means that one does not test what is being built (building permit), but one tests during construction. Upon delivery of the building, the quality assurance agency issues a statement that the building complies with the Building Code. Without this declaration, a structure may not be put into use and the municipality must enforce it immediately. 

Meetings explaining Building Quality Assurance Act

With the Building Quality Assurance Act a big change is coming your way. SKG-IKOB will soon organize a number of meetings in which we will explain the basic principles of the WKB in simple terms. In this way you can orientate on what this can mean for you. We will also explain how to use existing certificates and attestations in the new system. We also explain what the quality assurance officer does and how to become one. But even if you cannot or do not want to become a quality assurance officer, for example because you are a contractor, we will tell you how your company can play a role in the new system.

These meetings are a continuation of the very successful sessions we organized after the WKB was accepted by the House of Representatives in 2017. For participants of these earlier sessions, we are organizing more in-depth follow-up meetings in the fall. Please mark the dates below in your calendar.
