Does CE marking also count as a certificate or quality label?

CE stands for Conformité Européenne (European Conformity). CE marking is confirmation that a product meets specific European criteria and has been tested in line with the relevant guidelines. The aim of CE marking is on the one hand to promote free trade within the member states, and on the other hand to ensure the safety of consumers and the environment. CE marking makes it easier to compare similar products from different countries.

CE marking is compulsory for many building products. As CE marking is a legal obligation, it is not a guarantee or a quality label. It is simply a label that states that the product concerned has been tested according to European guidelines.

Some guidelines state that your product must be tested by a recognized body. Manufacturers of doors and windows, for example, are formally obliged to provide their products with CE marking. The products are tested for aspects relating to safety, health and the environment. SKG-IKOB is a recognized body (Notified Body 0960) designated to carry out these ITT (initial type tests).

A certain amount of confusion exists about the connection between CE marking and the KOMO quality label. Refer to the Frequently Asked Questions (FAQ) for answers to many of the most common questions.

What is an approval and which products can receive a SKG-IKOB KOMO approval?

SKG-IKOB issues approvals for industrial designs and prototypes for building products and systems. An approval states that the building product or building system is suitable for application in a structure and under which conditions the performances, as described in the approval, can be met. The performances in the approval are based on calculations or tests performed by SKG-IKOB or another accredited laboratory. The conditions in the approval generally describe they way in which the building product or building system must be processed and/or installed. An approval proofs that the building product or building system, in its application, meets the Dutch building regulations, such as the Building Decree 2012.

An approval examination by SKG-IKOB is a one-off assessment of the performance of the building product or building system, during which, if necessary, calculations and/or tests are performed. During the examination is established which performances the building product or system must meet and is checked whether these requirements are met. At least every 5 years, we assess whether the statements in the approval are correct.

SKG-IKOB carries out environment management system assessments and issues environment management system certificates in line with NEN-EN-ISO 14001.

Security management system VCA
SKG-IKOB issues security management system certificates on the basis of the VGM Checklist for Contractors (VCA).

Health & safety management system OHSAS 18001
SKG-IKOB carries out health & safety management system assessments and issues health & safety management system certificates in line with OHSAS 18001.

How do I handle critical shortcomings or deviations for ISO or VCA, determined by SKG-IKOB?

Within management system certification (for example VCA/ISO) you may be faced with a shortcoming, or a critical shortcoming.

In addition to implementing corrective measures within the set deadline, it is necessary to base your corrective measures and corrections on a solid cause- and effect-analysis. 

Because this situation occurs only incidental, it might prove difficult to respond effectively.
